CERC recently passed an order to determine fee and charges payable by eligible entities for recognition and issuance of renewable energy certificates for renewable energy generation for FY 2020-2021 and FY 2021-2022.
Background: On 18.01.2010 the commission notified CERC (terms and conditions for recognition and issuance of REC for renewable energy generation) regulation, 2010. By virtue of the REC regulation, the commission designated National Load Dispatch Center (NLDC) as the central agency to perform the functions as follows:
- Registration of eligible entities.
- Issuance of certificates.
- Maintaining and setting accounts in respect of certificates.
- Repository of transactions in certificate.
- Such other functions are incidental to the implementation of renewable energy certificate mechanisms as may be assigned by the commission from time to time.
As per regulation 11 of REC regulations, CERC is the nodal agency to determine the fees and charges payable by the eligible entities for participation in the scheme for registration, eligibility of certificates, issuance of certificates, and other matters connected therewith, based on the proposal in this regard from the central agency.
Fees and charges payable by the eligible entities to participate in the REC mechanism include :
- One-time Registration fee and charges.
- Annual fee and charges.
- Transaction fee and charges for issuance of certificate.
- Charges for dealing in the certificate.
Fees and charges determined by CERC on 21.09.2010 valid till 31.03.2013.

Note : The control period or review period of the fee and charges determined through this order shall be of three years.
The Commission vide its order 05.02.2014 determined fees and charges for issuance of RECs as follows

Subsequently, the commission by way of order dated 28.12.2016, determined the REC fees and charges to be continued as they are at present rate. The fees for insurance of certificate for the period from 01.01.2017 until further orders , determined to be INR 2 per certificate.
Commissionโs Analysis: The commission directed the Central Agency (NLDC) to submit the detailed proposal for determination of fees and charges accompanied by audited accounts for the FY 16-17 upto FY 19-20 along with estimated figures for FY 20-21 and FY 21-22.
After analyzing audited REC accounts of the central agency and its proposal, CERC has determined the fee and charges for registration and issuance of certificates for FY 19-20 and FY 20-21 as follows.
