Union Of The Comoros Solar Energy Project: SONELEC Invites Bids For Photovoltaic Power Plants

In a significant stride toward sustainable energy, the Union of the Comoros announces a revised call for expressions of interest for the Comoros Solar Energy Access Project (PAESC). Financed by the World Bank, this initiative aims to bring reliable and eco-friendly electricity to the nation.

The project encompasses the construction of interconnected photovoltaic (PV) power plants with storage, network rehabilitation, dispatching center establishment, and public lighting installation.

Scope of Services:

  1. Construction, operation, and maintenance of PV power plants with a total capacity of 9 MWp distributed across Grande Comores, Anjouan, and Mohรฉli, with autonomous storage installations.
  2. Rehabilitation, strengthening, and automation of SONELEC electricity distribution networks.
  3. Implementation of a dispatching center for SONELEC electrical systems, including training.
  4. Installation of solar-powered public lighting in the town of Moroni.

The selected consultant will function as the “Consulting Engineer or Employer’s Representative” under the FIDIC Contract, ensuring seamless project execution.

Expression of Interest Criteria:

  • Legal and tax status of the consultant
  • Organizational and managerial abilities
  • Financial capabilities (turnovers over the last 4 years)
  • Number of years of experience
  • Successful completion of similar projects
  • Customer satisfaction
  • Sufficient number of engineers
  • Areas of specialization and expertise
  • Available computer tools and software
  • Significant quality or safety accreditations

Interested consulting firms must submit expressions of interest, including relevant qualifications and experience, by December 21, 2023. The shortlist will include 8 firms, with selection based on the outlined criteria.
