Oil India Initiates Tender for Establishing a 1 MW Green Hydrogen Project in Himachal Pradesh

Oil India (OIL) is seeking proposals for the establishment of a 1 MW green hydrogen project in Himachal Pradesh, boasting a generation capacity of 17 Kg/hr. The project is mandated to be commissioned within 18 months of the issuance of the award letter.

The deadline for bid submissions is January 15, 2024, with bids scheduled to be opened on the same day.

Interested bidders are required to submit an earnest money deposit of โ‚น1.35 crores. Additionally, selected bidders must provide 10% of the contract value as performance security.

The operational unit is expected to run for a minimum of 8,000 hours per year at full capacity. Eligible bidders are either manufacturers or channel partners of manufacturers specializing in water electrolyzer technologies such as anion exchange membrane, proton exchange membrane, alkaline membrane solid electrolyzer, or solid oxide electrolyzer.

Bidders may also participate if they have supplied at least one unit of electrolyzer based on water electrolysis technology in India within the last ten years, operating for a minimum of three months before the bid closing date. Further criteria include having a deed of joint undertaking with an Indian or foreign manufacturer or channel partner meeting the specified technical criteria, valid for at least five years from the original bid closing date.

Additionally, bidders must be incorporated in India and maintain equal to or more than 20% local content for the offered services to qualify for this tender. Financial prerequisites involve a stipulated annual turnover of โ‚น8.3 crores during any of the last three financial years, along with a positive net worth for the preceding financial year.

These conditions are set to ensure the selection of competent and financially sound entities for the successful implementation of the green hydrogen project.
