CREDA Releases Tender for Supply of 10,000 Off-Grid Solar Photovoltaic Water Pumping Systems as part of KUSUM Initiative

The Chhattisgarh State Renewable Energy Development Agency (CREDA) has released a tender aimed at establishing standardized rates for the deployment of off-grid solar photovoltaic water pumping systems (SPWPS) with capacities ranging from 02 to 05 horsepower (HP) across Chhattisgarh.

The project scope entails various activities such as survey, design, supply, transportation, installation, testing, and commissioning. Additionally, it includes providing comprehensive system warranty, insurance coverage, and five years of repair and maintenance services.

This initiative is part of Component B of the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM KUSUM) program.

The deadline for bid submission is March 28, 2024, with bid openings scheduled for April 3.

Bidders must submit ₹25,000 + 18% GST = ₹29,500 for the tender document.

Bidders must provide an earnest money deposit of ₹500,000 for individual and consortia bids and ₹200,000 for start-ups and new entrepreneurs.

Local bidders (from Chhattisgarh) must demonstrate a minimum experience of installing 250 solar photovoltaic irrigation pumps.

Bidders from other states should showcase experience in supplying and installing a minimum of 700 solar photovoltaic irrigation pumps under any government program or CREDA’s market mode program over the last eight financial years (2015-16 to 2022-23), with coverage in at least five of those years.

A satisfactory commissioning/functioning report, including comprehensive system details from the relevant state/central agencies, must accompany the bid document, demonstrating the operational status of the solar photovoltaic irrigation pumping systems.

Bidders are required to maintain a positive net worth as of March 31, 2023, and should have an aggregate turnover of at least ₹10 crore in solar power projects over the last eight financial years.

Additionally, bidders must have either a valid test report in their name or written authorization from the owner.

Any future changes in components or system configuration must receive prior approval from CREDA, including submission of a valid original test report for the modified configuration along with the written consent of the owner.

CREDA reserves the right to accept or reject modified configurations of solar photovoltaic irrigation pumps.

Bidders who have been debarred from business by any government or government agency in any state are ineligible to participate in this bid.
