In a significant development, the Gujarat Electricity Regulatory Commission has taken a crucial step towards the adoption of solar power in the state. The Commission recently entertained a petition filed by the DGVCL (Dakshin Gujarat Vij Company Limited) seeking approval for the adoption of a tariff discovered under a competitive bidding process. The bidding process, conducted by DGVCL, was aimed at implementing the Feeder Level Solarisation (FLS) under the PM KUSUM-C Scheme of the Government of India.
The petition filed by DGVCL underlined the importance of the PM KUSUM scheme, which focuses on promoting renewable energy sources, particularly solar power, in various sectors. The scheme encompasses the installation of solar pumps, grid-connected solar power plants, and solarization of grid-connected agriculture pumps. DGVCL’s initiative specifically targeted the solarization of various 11 kV feeders, crucial for the implementation of FLS, aligning with the broader objectives of the PM KUSUM-C Scheme.
The Commission’s decision to admit the petition reflects its jurisdiction in regulating the electricity procurement process, including the approval of draft Power Purchase Agreements (PPAs) and tariff adoption. Recognizing the significance of stakeholder engagement, the Commission directed DGVCL to issue public notices inviting comments and suggestions from stakeholders. The Commission emphasized the necessity of conducting a public hearing to gather feedback from stakeholders regarding the procurement of power and approval of draft PPAs. As part of the directive, DGVCL is tasked with providing comprehensive details of the bidding process, including documentation related to bid evaluation and tariff determination. The Commission’s scrutiny ensures compliance with guidelines and transparency in the procurement process.
Furthermore, the Commission highlighted the importance of adhering to guidelines issued by the Ministry of New and Renewable Energy (MNRE) and ensuring alignment with the objectives of the PM KUSUM scheme. DGVCL is required to furnish relevant documents, including the MNRE guidelines referred to in the petition, to facilitate a thorough review of the proposed initiatives.
