Rajasthan Urja Vikas and IT Service Ltd Initiates Competitive Bidding for 3200 MW Thermal and 8000 MW Solar Power Procurement

Rajasthan Urja Vikas and IT Service Limited (RUVITL) plans to secure procurement of thermal power up to 3200 MW capacity and solar power up to 8000 MW capacity through a Tariff-based Competitive Bidding Process.

The last date to submit the bids is June 24, 2024, with bid opening scheduled for the same day.

RUVITL will engage in Power Purchase Agreements (PPAs) with the solar developers chosen through competitive bidding for a total capacity of 8000 MW. The electricity will be sourced from solar plants situated in Rajasthan, and the PPA duration will span 25 years.

This tender covers the purchase of solar and coal-based electricity. Bidders must obligatorily offer both capacities in their entirety; otherwise, such bids will be deemed non-responsive.

Financial bids will be opened for both tenders. It should be emphasized that only those bidders who have been approved for both technical bidsโ€”thermal and solar separatelyโ€”will be able to participate in the financial bid associated with the Solar RFS.

For coal-based power, the following bidding documents will be distributed:

  1. Request for Qualification (RFQ) – Design, Build, Finance, Own, and Operate (DBFOO)
  2. Request for Proposal (RFP) โ€“ DBFOO
  3. Draft Power Sale Agreement (PSA)

For solar power, the following bidding documents will be circulated:

  1. Request for Selection (RFS)
  2. Draft Power Purchase Agreement (PPA)
