The Ministry of New & Renewable Energy (MNRE) has issued an office memorandum detailing a significant exemption for renewable energy plants located within Special Economic Zones (SEZs) or Export Oriented Units (EOUs). These plants, which supply power exclusively to production facilities for Green Hydrogen or its derivatives, are now exempt from the requirements of the Approved List of Models & Manufacturers (ALMM) for Solar PV Modules.
This exemption applies to renewable energy plants situated inside SEZs or EOUs and supplying power solely for the production of Green Hydrogen (or its derivatives), regardless of whether these production facilities are within the same or different SEZs/EOUs. The exemption is effective for all such plants commissioned by 31st December 2030.
The ALMM, established under the Approved Models and Manufacturers of Solar Photovoltaic Modules (Requirements for Compulsory Registration) Order, 2019, mandates specific registration requirements for Solar PV Modules. However, this new memorandum provides relief to qualifying renewable energy plants from adhering to these requirements.
The decision aligns with approvals from the Honโble Minister of Power and New & Renewable Energy, reflecting a strategic move to bolster the production and utilization of Green Hydrogen within India’s economic zones.
