World Bank Loan Boosts Lebanon’s Renewable Energy And Power Grid Resilience

The World Bank has approved a $500 million loan to support Lebanon’s efforts to overcome challenges in its electricity sector. The Lebanon Renewable Energy and System Reinforcement Project aims to:

  • Increase renewable energy in the electricity supply mix through the development of solar photovoltaic power plants.
  • Strengthen the electricity transmission network for improved reliability and management.
  • Enhance the operational efficiency of Electricitรฉ du Liban (EDL), the country’s main electricity provider.
  • Rehabilitate critical assets at hydropower plants operated by the Litani River Authority (LRA).

Stakeholder Engagement and Transparency

The project emphasizes open communication and public participation. A Stakeholder Engagement Plan (SEP) has been developed to ensure all interested parties are informed and have opportunities to provide feedback throughout the project life cycle. This plan includes:

  • Information disclosure: Project details, environmental and social impact assessments, and progress reports will be made readily available through municipal offices, EDL and LRA websites, and local news media.
  • Public meetings: LRA and EDL will hold consultations with residents and stakeholders residing near project locations.
  • Grievance redress mechanism: A system will be established for individuals to raise concerns and receive timely responses.

Expected Benefits

This project is expected to significantly improve Lebanon’s electricity sector by:

Project Details

  • Litani River Hydropower Cascade Rehabilitation: This project involves repairs and upgrades to three existing hydropower plants to restore and maintain their generation capacity.
  • EDL Solar Photovoltaic Power Plants: EDL has identified potential locations in the Bekaa Valley for the development of new solar power plants. Environmental and social screening is underway to identify potential impacts and develop mitigation measures.
