The Assam Electricity Regulatory Commission (AERC) has introduced the Draft Electricity Grid Code Regulations, 2024, aimed at refining the framework of Assam’s electricity grid operations. These regulations outline guidelines for various entities involved in the state’s power system, including Transmission Utilities, Distribution Licensees, Generating Stations, and other participants. The proposed code intends to replace the existing 2018 regulations, bringing them in line with national standards and the 2023 Indian Electricity Grid Code (IEGC).
Effective April 1, 2025, the new code emphasizes managing intra-state transmission more efficiently and securely while encouraging fair competition in electricity generation and supply. By standardizing operational practices, the code seeks to establish a reliable and economic grid infrastructure, facilitating the integration of renewable energy sources. The AERC’s comprehensive approach in this draft code addresses both technical and commercial regulations for entities connected to the state grid.
The code establishes a structured approach to grid management by dividing responsibilities into several key areas: planning, load dispatch and operation, protection, metering, cyber security, and data management. For planning, the code mandates the State Transmission Utility (STU) to adopt a collaborative approach with various stakeholders, focusing on resource adequacy and secure grid operation. It outlines specific protocols for system expansion and connection requirements, ensuring that new infrastructure aligns with existing grid standards.
The Load Dispatch and System Operation Code clarifies operational roles, particularly for the State Load Dispatch Centre (SLDC), which will manage real-time operations to ensure secure and coordinated grid functioning. The SLDC also oversees scheduling and despatch, regulating power flows and system frequency to maintain grid stability. A structured contingency plan further defines responsibilities during disruptions, detailing how grid participants must respond to emergencies or blackouts to expedite recovery.
Additionally, the Protection Code mandates standard settings and audits for protection equipment to minimize risks from system faults. The Metering Code standardizes energy metering requirements for transparent, accurate billing and settlement among participants, while the Cyber Security Code introduces measures to guard the grid against potential cyber threats, requiring periodic security assessments and system updates.
To oversee the effective implementation of these regulations, the Grid Code Management Committee (GCMC) will periodically review the code and address emerging challenges. Affected stakeholders may submit proposals for changes to ensure the code remains responsive to evolving industry needs. In cases of non-compliance, the code outlines penalties and mandates that all participants adhere to SLDC directives. Persistent violations could lead to disconnection from the grid.
By implementing this Grid Code, the AERC aims to enhance Assam’s energy resilience, ensure fair access to the transmission system, and support a sustainable energy future.
