CERC Considers Apraava Energy’s Rajasthan REZ Phase-IV Project For Transmission License To Facilitate Renewable Power Evacuation

Rajasthan IV A Power Transmission Limited, a subsidiary of Apraava Energy, filed a petition under the Electricity Act, 2003, seeking a transmission license to implement a power evacuation project in Rajasthan. This project, referred to as the Rajasthan REZ Phase-IV (Part-2:5.5 GW), aims to establish an inter-state transmission system on a Build, Own, Operate, and Transfer (BOOT) basis. The project includes constructing pooling stations and transmission lines to facilitate the evacuation of renewable energy from the Jaisalmer and Barmer areas.

The bidding process for the project was managed by REC Power Development and Consultancy Limited (RECPDCL), appointed by the Ministry of Power. The competitive bidding concluded with Apraava Energy emerging as the successful bidder by offering the lowest transmission charges of โ‚น1,845.42 million. Following this, Apraava Energy acquired 100% equity in Rajasthan IV A Power Transmission Limited and submitted the necessary guarantees and agreements for project execution.

During the petitionโ€™s hearing, it was noted that discrepancies in the schedule for various project packages needed resolution. The Central Transmission Utility of India Limited (CTUIL) was directed to provide additional details regarding the alignment of project schedules and interdependencies of different packages. However, CTUIL failed to submit the required information on time, prompting the Commission to express dissatisfaction and request compliance.

The petitioner committed to executing the project per the Transmission Service Agreement (TSA) guidelines, adhering to technical and grid standards. The Commission acknowledged the petitionerโ€™s compliance with regulations and directed public notices to invite objections or suggestions. The project will involve state-of-the-art equipment, ensuring longevity and quality.

The Commission scheduled the next hearing for December 26, 2024, while emphasizing the petitionerโ€™s accountability for potential cost or time overruns under the TSAโ€™s provisions. The project is expected to significantly enhance renewable energy integration into the national grid, supporting Indiaโ€™s energy transition goals.
