Coal India Invites Proposals For 1,000 MW Solar Project In Rajasthan’s Bikaner District

Coal India Limited (CIL) has issued an Expression of Interest (EOI) for a 1,000 MWAC solar photovoltaic grid-connected power plant at the Solar Park in Pugal Tehsil, Bikaner district, Rajasthan. This project is a joint effort with Rajasthan Rajya Vidyut Utpadan Nigam Limited (RVUNL). Interested EPC contractors are invited to submit proposals for the design, engineering, procurement, construction, testing, commissioning, and five-year operation and maintenance of the plant.

The scope includes connecting the solar plant to a pooling substation at 33 kV through dedicated cables. The parkโ€™s infrastructure, such as roads and water systems, is managed by the Solar Power Park Developer. The grid substation for power evacuation will operate at 400kV/765kV, built by Rajasthan Vidyut Prasaran Nigam Limited. The project is expected to achieve a minimum capacity utilization factor of 28% in its first year at the delivery point.

The proposed site covers 1,100 and 400 hectares across Ramsar Chhota and Barala villages. Bikaner is the nearest town, 50 km away, with Jaipur as the closest airport at 398 km. Accessibility is enhanced by its proximity to highways like NH-62 and NH-11.

CILโ€™s EOI outlines eligibility criteria, requiring applicants to have prior experience with similar utility-scale solar EPC projects. Submissions must include technical and financial details as per the specified formats. The timeline for participation begins with document issuance on December 17, 2024. The last date to download documents and submit EOIs is January 2, 2025, by 5 PM. Queries can be submitted until December 25, 2024.

An earnest money deposit (EMD) is not explicitly required at this stage but is expected during the tendering phase. A performance bank guarantee (PBG) will be mandated for the selected contractor to ensure project execution. CIL reserves the right to amend the EOI process or reject submissions without assigning reasons.

The project is pivotal for expanding Indiaโ€™s renewable energy capacity and aligns with the countryโ€™s sustainability goals. It offers a significant opportunity for EPC firms to contribute to the nationโ€™s green energy transition while showcasing their expertise in solar power development.
