JVVNL Invites Bids For 26.77 MW Solar Projects Under PM-KUSUM Scheme

Jaipur Vidyut Vitran Nigam (JVVNL) has issued a tender for the development of 26.77 MW grid-connected solar power projects under the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) scheme. These projects will be set up through the Renewable Energy Service Company (RESCO) model under Component C of PM-KUSUM. The deadline for submitting bids is January 15, 2025, and the bids will be opened on January 17, 2025.

Bidders are required to submit an earnest money deposit of โ‚น100,000 per MW and a performance bank guarantee of โ‚น500,000 per MW. The project must be completed within nine months from the date of award. The estimated cost of the project is โ‚น35 million per MW. There is also a bid document fee of โ‚น11,800 and an e-procurement processing fee of โ‚น2,950 (~$34).

The scope of work for the bidders includes designing, surveying, supplying, installing, testing, commissioning, and operating the solar power systems for 25 years from the commissioning date. Additionally, the project will involve constructing a 33 kV or 11 kV line to connect the solar projects with the respective sub-stations. A remote monitoring system must also be installed. Bidders are required to maintain a minimum of 19% capacity utilization factor for the solar projects.

For the delivery of projects, the maximum capacity of 2.55 MW must be on the 11 kV side, while projects above 2.55 MW must be connected to the 33 kV side of the relevant sub-station. Bidders must use indigenously manufactured solar panels and cells. The land for the projects must have clear ownership titles. Bidders may submit bids for multiple projects and can access central financial assistance through PM-KUSUM. Farmers, individuals, cooperatives, or farmer-producer organizations with the necessary land can also participate by submitting an undertaking for at least 20% of the quoted project cost.
