Tender Issued For 500 kWp Rooftop Solar PV System Package At Numaligarh Refinery Expansion

A tender notice has been issued for the supply of a rooftop solar PV system package at the Numaligarh Refinery Limited (NRL) as part of its expansion project. This initiative is managed by Technip Energies India Limited (T.EN) as the Master Project Management Consultant (MPMC). The tender process is open to competent bidders under a single-stage, two-bid system, involving a techno-commercial bid and a priced bid.

The tender was published on January 20, 2025, with documents available for download from the same date until February 10, 2025, at 3:00 PM. A pre-bid meeting is scheduled online on January 28, 2025, at 4:00 PM, followed by the closure of the pre-bid clarification process on February 3, 2025. Bid submission begins on February 6, 2025, at 3:00 PM, and ends on February 10, 2025, at the same time. Technical bids will be opened on February 11, 2025, at 3:00 PM.

The scope of the project includes designing, supplying, erecting, and commissioning rooftop solar PV systems with grid connectivity. These systems must meet IS/IEC standards and achieve a cumulative installed capacity of at least 500 kWp at a single site, with one system being 100 kWp or higher. Eligible bidders must provide documentation, such as purchase orders and completion certificates, as proof of prior experience within the last ten years in sectors like oil refineries, petrochemicals, or oil and gas processing units. Additionally, solar PV modules must come from manufacturers listed in the Approved Models and Manufacturers of Solar Photovoltaic Modules (ALMM) by MNRE.

The delivery schedule for this project is 12 months from the Letter of Award (LOA) on a Delivered-at-Place (DAP) basis. If transportation is excluded, materials must be dispatched within 11 months from the LOA or Purchase Order date, whichever comes first.

To qualify, bidders must have an average annual turnover of at least INR 55,24,000 over the past three financial years, with audited financial statements provided as proof. A positive net worth for the last financial year is also mandatory, calculated based on specific criteria. However, there is no earnest money deposit required for this tender.

Special provisions include benefits for Micro and Small Enterprises (MSEs) under purchase preference. Still, relaxation for bidder qualification criteria or prior turnover requirements does not apply to this tender. Compliance with policies like the DMI&SP and submission of requisite documents for bidders from countries sharing land borders with India is mandatory.
