Shanghai Electric Seals Landmark Solar and Wind Energy Deals in Saudi Arabia and Oman to Accelerate Regional Energy Transition

Shanghai Electric has cemented two major energy agreements in the Middle East, marking a significant step in its global clean energy expansion. In early April, the company signed a 2-gigawatt photovoltaic project agreement with Abu Dhabi Future Energy Company (Masdar) in Saudi Arabia, alongside a wide-ranging wind power cooperation pact with Oman’s Mawarid Group.

Both agreements align with national energy transition goals under Saudi Vision 2030 and Oman Vision 2040, emphasizing technology transfer, localized production, and multi-sector collaboration to advance sustainable development.

The 2GW Sadawi Photovoltaic Project in Saudi Arabia represents Shanghai Electric’s largest-ever solar engineering, procurement, and construction (EPC) venture. Covering 40 square kilometers, the facility will generate over 6 billion kWh annually—enough to power 700,000 households—while cutting carbon emissions by 3 million tons. The project is a core pillar of Saudi Arabia’s National Renewable Energy Program and utilizes advanced photovoltaic technology to harness the region’s solar potential.

In Oman, Shanghai Electric’s partnership with the Mawarid Group focuses on the supply of wind turbines, transfer of wind power technology, and the design of localized manufacturing facilities. The collaboration is aimed at leveraging Oman’s natural resources, building a domestic supply chain, and supporting long-term economic resilience through clean energy development.

Speaking on the agreements, Wu Lei, Chairman of Shanghai Electric Group, said:
“This marks a new chapter in our cooperation with Masdar and our entry into Oman’s wind energy sector. Together, we aim to develop benchmark projects that support global energy transformation and showcase the strengths of China-Arab collaboration.”

Masdar CEO Mohamed Jameel Al Ramahi welcomed the deepening partnership:
“We place high value on our relationship with Shanghai Electric. This collaboration extends beyond solar to encompass wind, storage, and hydrogen technologies—key pillars in reshaping the global energy landscape.”

Salim Al Aufi, Oman’s Minister of Energy and Minerals, praised Shanghai Electric’s innovation in wind power and expressed the government’s intent to expand cooperation into energy storage, hydrogen, and solar.
“Oman’s Vision 2040 and Green Hydrogen Strategy align with Shanghai Electric’s ambitions. We look forward to jointly advancing clean energy deployment in our region.”

The dual agreements signal Shanghai Electric’s deepening commitment to a technology-driven, localized strategy in the Middle East. The initiatives support national economic diversification, reduce dependence on fossil fuels, and establish a platform for future renewable energy projects, reinforcing Shanghai Electric’s position as a global leader in wind and solar power innovation.
