SJVN Floats Tender For 2954 kW Rooftop Solar Projects On Government Buildings In Odisha And West Bengal

SJVN Limited, a joint venture of the Government of India and the Government of Himachal Pradesh, and a Navratna Central Public Sector Enterprise (CPSE) under the Ministry of Power, has invited bids for setting up grid-connected rooftop solar PV systems on Union Government buildings in the eastern states of Odisha and West Bengal. The project, totaling 2,954 kilowatts (kW) in capacity, will be executed under the RESCO (Renewable Energy Service Company) or Power Purchase Agreement (PPA) model through tariff-based competitive bidding.

This tender is part of the PM Surya Ghar: Muft Bijli Yojana, a government scheme aimed at promoting rooftop solar installations across India. SJVN has been designated by the Ministry of New and Renewable Energy (MNRE) as the Scheme Implementation Partner (SIP) to carry out installations on government assets, including buildings belonging to ministries such as Agriculture and Farmers Welfare, Chemical and Fertilizers, Consumer Affairs, Commerce and Industry, Skill Development, and Statistics and Programme Implementation.

The Request for Selection (RfS) document was released on May 6, 2025. The pre-bid meeting is scheduled to take place on May 16, 2025, at 3:00 PM at the SJVN Office in New Delhi, with an option to attend online. The last date for submission of online bids is May 27, 2025, by 1:00 PM. The technical bids will be opened on the same day at 3:00 PM. The deadline for submitting hard copies of the documents is June 6, 2025, by 6:00 PM. The date for opening the financial bids will be communicated later to those who qualify technically.

As per the financial requirements, the earnest money deposit (EMD) required is โ‚น1,000 per kilowatt of the quoted capacity. For this tender, if the bidder applies for the entire 2954 kW, the total EMD would amount to โ‚น2,954,000. The EMD can be submitted through a bank guarantee, demand draft, NEFT, RTGS, payment order instrument, or an insurance surety bond, and it must be valid for 12 months from the last date of bid submission.

Additionally, bidders must furnish a Performance Bank Guarantee (PBG) as per the terms of the RfS. The exact amount for the PBG is determined by the total capacity awarded and must be submitted before signing the PPA. Bidders are advised to refer to the RfS for exact PBG calculations and submission timelines.

The tender is open to rooftop solar developers meeting specified qualification criteria and is being conducted as an online e-tender using a single-stage, two-envelope process (technical and financial bids). The official RfS documents are available on the ISN-ETS portal and SJVNโ€™s website. Any updates or amendments will be published online only.

This initiative aligns with Indiaโ€™s national goals to increase renewable energy capacity and reduce dependency on fossil fuels. By installing solar systems on government buildings, the program also aims to reduce electricity costs and promote energy self-reliance.
