India reiterated its strong commitment to global energy security and sustainable development during the BRICS Energy Ministers’ Meeting held in Brasília under Brazil’s 2025 Presidency. Shri Manohar Lal, Union Minister for Power and Housing and Urban Affairs, led the Indian delegation and underscored the urgency of collective action to ensure equitable energy access and stability amid global challenges.
Speaking at the high-level meeting, Shri Manohar Lal emphasized that energy security remains one of the most critical concerns of the current era. He called for deeper cooperation among BRICS nations to promote sustainable, inclusive, and resilient energy governance, aligning with the summit’s theme — “Strengthening Global South Cooperation for More Inclusive and Sustainable Governance.”
The minister showcased India’s rapid strides in clean energy development, highlighting key achievements such as:
- A 90% increase in electricity capacity over the past decade, reaching 475 GW in 2025, with a target of 900 GW by 2032.
- Emergence as the world’s third-largest producer of solar and wind energy.
- Achievement of 20% ethanol blending, supporting biofuel growth and emissions reduction.
- Strategic investments in smart grids, advanced metering, and transmission infrastructure, including the Green Energy Corridor.
- Long-term goals in nuclear and green hydrogen energy, including a 100 GW nuclear target by 2047.
- Introduction of a domestic Carbon Credit Market to invite global collaboration.
Shri Manohar Lal also reaffirmed India’s leadership in energy efficiency through initiatives like the Energy Conservation Sustainable Buildings Code, rooftop solar programs, and performance-based appliance standards. He emphasized the pivotal role of the Global Biofuels Alliance in promoting collaboration in bioenergy.
Addressing the broader energy mix, the minister acknowledged the ongoing importance of fossil fuels, especially for developing economies. He advocated for clean usage through advanced technologies such as coal gasification, carbon capture and storage (CCS), and green chemical innovation.
Looking ahead, Shri Manohar Lal extended an invitation to BRICS member states to participate in the 2026 BRICS Energy Gathering to be hosted by India, signaling the nation’s commitment to leading the energy agenda for the Global South.
Key Outcomes from the BRICS Energy Ministerial Communiqué
The meeting concluded with the adoption of a joint communiqué, which outlined the shared priorities and commitments of BRICS nations in the energy domain. Highlights include:
- Reaffirmation of support for UN Sustainable Development Goal 7 (SDG 7) — ensuring universal electricity access, clean cooking solutions, and reducing energy poverty.
- Recognition of the need for just, inclusive, and balanced energy transitions while maintaining technological neutrality and respecting national development pathways in line with the CBDR-RC principle.
- Advocacy for open, fair, and non-discriminatory global energy markets, with encouragement for the use of local currencies in energy trade.
- Endorsement of the BRICS Energy Research Cooperation Platform and the updated BRICS Roadmap for Energy Cooperation (2025–2030).
- Support for doubling energy efficiency by 2030 and enhanced collaboration for technology transfer, financing, and capacity-building.
- Acknowledgement of the role of the New Development Bank (NDB) in facilitating local currency-based financing for sustainable energy projects.
- Call for adoption of transparent and uniform guidelines to assess carbon intensity, energy classifications, and certification standards.
- Stress on energy market stability, infrastructure resilience, and diversification, with special focus on critical minerals for clean technologies.
The Ministers collectively emphasized elevating BRICS’ influence in shaping the global energy landscape and committed to furthering shared objectives under India’s Chairship in 2026.
