The Land Ports Authority of India (LPAI), under the Ministry of Home Affairs, has invited e-tenders for the design, supply, installation, testing, and commissioning of a 750 KWP solar power plant at the Integrated Check Post (ICP) at Dera Baba Nanak, Kartarpur Border in Punjab. The project includes 500 KWP ground-mounted and 250 KWP carport solar systems. The scope also involves comprehensive operations and maintenance for five years after commissioning.
The estimated cost put to tender is ₹5,57,23,260. The Earnest Money Deposit (EMD) for the project is ₹11,14,465. The EMD is to be submitted in the form of RTGS/NEFT or a bank guarantee in favor of the Land Ports Authority of India, New Delhi. Bidders must scan and upload the EMD document to the e-tendering website within the bid submission period. A part of the EMD is acceptable in the form of a bank guarantee, provided at least 50% or ₹20 lakh, whichever is less, is submitted in the prescribed format. The remaining amount can be submitted via a bank guarantee from a scheduled bank with a validity of at least 180 days from the final date of bid submission.
The performance security deposit is 5% of the tendered value, while the security deposit includes an additional 2.5% of the tendered value plus 50% of the performance guarantee. This total will be held for five years as maintenance security and released annually on a pro-rata basis.
The cost of the tender document is ₹5,900, inclusive of GST, and is to be paid online into the designated LPAI account. The tender follows a two-bid system. The publishing date for the tender was June 17, 2025, at 6:00 PM. A pre-bid conference is scheduled for June 24, 2025, at noon at the office of the Executive Engineer, LPAI, Lok Nayak Bhawan, Khan Market, New Delhi. Clarification queries will be accepted until June 25, 2025, at noon.
Any modifications, addendums, or corrigenda arising from the pre-bid meeting will be uploaded on the CPPP e-procurement portal on June 27, 2025, at 6:00 PM. The deadline for bid submission, including payment of EMD and tender fees, is July 8, 2025, by 3:00 PM. The eligibility bid (Envelope-I) will be opened on July 9, 2025, at 3:00 PM. The date for opening the financial bid (Envelope-II) will be communicated later via the e-portal.
The project must be completed within six months from the date of award. It includes a 12-month defect liability period. Only individual firms are allowed to bid, as joint ventures are not permitted for this tender.
