MAHAPREIT Invites Bids For 500 MW Rooftop Solar Projects Across Five States Under RESCO Model With 50% Greenshoe Option

MAHAPREIT (Mahatma Phule Renewable Energy & Infrastructure Technology Limited) has issued a Request for Proposal (RFP) for the discovery of tariff and selection of solar power developers to implement an aggregate capacity of 500 MW of grid-connected rooftop solar PV systems under the RESCO model. These systems will be deployed across MSME units in Maharashtra, Goa, Gujarat, Uttar Pradesh, and Andhra Pradesh. Additionally, there is a provision for a 50% ‘greenshoe’ option that may increase the total capacity further.

The RFP was published on May 29, 2025. The tender document can be purchased online from May 29, 2025, at 6:00 PM, until July 15, 2025, at 11:00 AM. The last date for online bid submission is July 15, 2025, by 4:00 PM, and the hard copies of relevant documents must be submitted by 5:00 PM on the same day. A pre-bid meeting will be conducted online on June 30, 2025, at 3:00 PM. The technical bids will be opened on July 16, 2025, at 3:00 PM. The date for opening financial bids will be announced later on the official portals.

The scope of work includes design, engineering, supply, financing, installation, testing, and commissioning along with 20 years of comprehensive operation and maintenance (O&M). The total estimated capacity is divided into four categories based on the sanctioned demand of MSMEs: A1: 20 kW to 100 kW – 125 MW, A2: 101 kW to 250 kW – 125 MW, A3: 251 kW to 1000 kW – 125 MW, A4: Above 1000 kW – 125 MW.

Bidders must submit a minimum bid for 25 MW in any category and may bid for multiple categories, subject to fulfilling eligibility criteria. The financial eligibility requires either a net worth of ₹25 lakhs per MW or an average turnover of ₹1 crore per MW for the relevant project category. The technical eligibility requires prior experience in executing solar rooftop projects of specified minimum capacities.

The tender fee is ₹10,000 plus 18% GST and must be paid through the MAHATENDERS web portal. The Earnest Money Deposit (EMD) or bid security is ₹2,25,000 per MW for each category in which the bidder participates. For instance, bidding for 25 MW would require an EMD of ₹56,25,000. The EMD can be paid online or via demand draft, fixed deposit receipt (FDR), or bank guarantee. MSMEs with valid UDYAM registration are exempt from paying the EMD and tender fee.

The selected bidders must provide a performance bank guarantee (PBG), though the exact percentage or amount is not specified in the overview. The PBG must be submitted after issuance of the Letter of Award (LOA) and before signing the Power Purchase Agreement (PPA).
