Visakhapatnam Steel Plant Invites Bids for 5MW Solar Plant Restoration Project

The Visakhapatnam Steel Plant (VSP), under Rashtriya Ispat Nigam Limited (RINL), has invited open tenders for the restoration of a 5MW ground-mounted solar PV power plant within its premises in Visakhapatnam. The scope of work includes the complete design, supply, installation, testing, and commissioning of the solar plant on a turnkey basis, following the technical specification.

The submission deadline for the bids is August 4, 2025, by 3:00 PM, and the opening of bids will take place on the same day at 3:30 PM. The tender process follows a two-part e-bidding procedure through the SAP SRM portal. Interested bidders must be either enlisted vendors or must register in the SRM portal of VSP to obtain login credentials in advance.

The successful bidder must complete the entire project within six months from the effective date of the contract, which is either the signing date or 30 days from the issuance of the Letter of Acceptance (LOA), whichever is earlier. All offers made by bidders must remain valid up to February 4, 2026.

The estimated financial requirement for bidders includes a single similar work order of at least โ‚น1,57,18,777 and an average annual turnover of โ‚น94,31,266 in the last three financial years. Micro and Small Enterprises (MSEs) registered under Udyam are exempt from submission of the Earnest Money Deposit (EMD) and cost of tender documents, provided they submit valid registration proof as of the tender opening date. For other bidders, a Bid Security Declaration form must be submitted in lieu of EMD, as detailed in the tender documents available in the cFolder section.

Security deposit or retention money of 3% will be deducted from each running account bill until the total amount reaches 3% of the contract value. Reverse e-auction may be conducted at the discretion of RINL among techno-commercially qualified bidders using the SAP SRM platform.

All bidders are required to sign and submit the Integrity Pact and other mandatory declarations. RINL retains the right to reject any or all bids, cancel the tender at any time, and verify the authenticity of submitted documents. The tender also includes national security compliance clauses, requiring bidders from countries sharing land borders with India to register with the competent authority as per government norms.
