The Jharkhand State Electricity Regulatory Commission (JSERC) has issued a new notification on 25th June 2025 concerning renewable energy tariff regulations. The amendment is titled “JSERC (Determination of Tariff for Procurement of Power from Wind, Biogas, Municipal Solid Waste and Refuse Derived Fuel-based Power Projects) (Second Amendment) Regulations, 2025.”
This amendment is aimed at updating the original 2016 regulations, which guide how tariffs are determined for electricity generated from various renewable sources like wind, biogas, municipal solid waste (MSW), and refuse-derived fuel (RDF). The Commission exercised its powers under the Electricity Act, 2003โspecifically under Sections 86(1)(a), (b), (c), and (e), along with Sections 61(a to h) and 62(1)โto make this update.
One of the significant changes in this amendment relates to Regulation 1.3 under Chapter A1 of the original regulations. The updated provision now specifies that these amended regulations will come into effect immediately from the date of their publication in the Jharkhand Gazette. Additionally, unless the Commission reviews, amends, or extends them again, they will remain valid until 31st March 2030.
The purpose of this extension is to provide long-term clarity and regulatory certainty to renewable energy project developers and power procurers in the state. It reflects JSERCโs continued commitment to promoting clean energy sources like wind and biomass while encouraging investments in sustainable waste-to-energy technologies like MSW and RDF.
The notification was formally issued by R.P. Nayak, Secretary of the Jharkhand State Electricity Regulatory Commission. It was published in the extraordinary edition of the Jharkhand Gazette and printed by the Jharkhand Government Press, Doranda, Ranchi.
This regulatory update is expected to support Jharkhandโs broader goals of energy sustainability and environmental conservation by creating a more stable framework for tariff determination in the renewable energy sector.
