SJVN Invites Bids For 1555 kW Rooftop Solar Projects Across Eastern India Under PM Surya Ghar Yojana

SJVN Limited has issued a Request for Selection (RfS) for the development of rooftop solar projects totaling 1,555 kW capacity. These grid-connected solar PV systems, without battery storage, are to be installed on Union Government buildings across the eastern states of Bihar, Chhattisgarh, Jharkhand, Odisha, and West Bengal. The initiative will be executed under the PM Surya Ghar: Muft Bijli Yojana using the RESCO/PPA model through a tariff-based competitive bidding process.

The tender is open under a single-stage, two-envelope system and invites bids from qualified Solar Power Developers (SPDs). SJVN, a joint venture of the Government of India and Government of Himachal Pradesh, is acting as the Scheme Implementation Partner for this project. This RfS follows MNRE guidelines dated 3rd July 2024 for saturating government buildings with rooftop solar systems.

The pre-bid meeting is scheduled for 4th August 2025 at 3:00 PM at SJVNโ€™s New Delhi office. Online bid submission closes on 13th August 2025 at 1:00 PM, and the technical bids will be opened the same day at 3:00 PM. Hard copies of documents must be submitted by 23rd August 2025 at 6:00 PM. The opening date of the price bids will be communicated later to the technically qualified bidders.

The tender document is priced at โ‚น5,900 (including 18% GST), payable via NEFT/RTGS. An Earnest Money Deposit (EMD) of โ‚น1,000 per kW of quoted capacity must be submitted along with the bid, through acceptable forms such as bank guarantee, DD, NEFT, RTGS, or insurance surety bond. The EMD must remain valid for 12 months from the last date of bid submission. The Performance Bank Guarantee (PBG) requirement is detailed in the RfS document and will apply to the selected bidder.

The selected developers will be eligible to avail fiscal benefits like Accelerated Depreciation and Tax Holidays, although no central financial assistance will be provided for these government buildings. Projects are to be implemented on buildings belonging to various ministries, including Agriculture and Farmers Welfare, Commerce and Industry, Consumer Affairs, and Personnel and Public Grievances.

All bids must be submitted in compliance with the requirements specified in the RfS, and any deviation or incomplete submission may lead to rejection. The bid validity is set for 12 months from the final date of online submission.
