Blueleaf Energy, a pan-Asian renewable energy platform owned by a fund managed by Macquarie Asset Management, has signed a Memorandum of Understanding (MoU) with Chemsain Sustainability Sdn Bhd (Chemsain), a Malaysian sustainability advisory firm, to jointly explore the development of up to 3 gigawatts (GW) of onshore utility-scale renewable energy projects in Sarawak, Malaysia.
The agreement was formalized during a closed-door ceremony at the Macquarie ASEAN Conference in Singapore, attended by government and industry leaders from Malaysia and Australia.
Accelerating Malaysiaโs Energy Transition
The partnership aims to support Malaysiaโs National Energy Transition Roadmap (NETR) and Sarawakโs Post Covid-19 Development Strategy (PCDS) 2030 by leveraging Blueleaf Energyโs international expertise in renewable project development and financing alongside Chemsainโs deep knowledge of Malaysiaโs regulatory frameworks and sustainability standards.
Projects will focus on onshore solar photovoltaic (PV) and battery energy storage systems (BESS), with a framework for collaboration spanning site and grid access, permitting, technical development, and community engagement. The companies also plan to explore opportunities to strengthen local industrial ecosystems, fostering job creation and economic growth.

The ceremony at Singaporeโs Fullerton Hotel was witnessed by Tengku Datuk Seri Utama Zafrul Tengku Abdul Aziz, Malaysiaโs Minister of Investment, Trade and Industry; Datoโ Indera Dr. Azfar Mohamad Mustafar, High Commissioner of Malaysia to Singapore; Allaster Cox, Australian High Commissioner to Singapore; Chew Chang Guan, CEO of Sarawak Trade and Tourism Office Singapore; and Edward Lewis, Managing Director at Macquarie.
The agreement was signed by Dr. John Chan and Timothy Chan on behalf of Chemsain, and by Raghuram Natarajan and Amiram Roth-Deblon on behalf of Blueleaf Energy. Senior representatives from MITI, MIDA, MATRADE, STATOS, Austrade, Export Finance Australia, Invest Sarawak, Bursa Malaysia Berhad, and Sarawak Energy Berhad were also in attendance.
Over the next two years, the partners will identify and evaluate renewable energy opportunities in Sarawak, positioning the state as a regional leader in clean power production while advancing Malaysiaโs long-term sustainability ambitions.
