Syria Signs Joint Development Agreement with ACWA Power to Develop 2.5 GW Renewable Energy Projects

The Ministry of Energy of the Syrian Arab Republic and ACWA Power, a global leader in water desalination and renewable energy, have signed a Joint Development Agreement (JDA) to explore the development of approximately 2.5 GW of solar and wind capacity, along with energy storage solutions and a proposed national technical training centre.

The agreement, signed at the Ministryโ€™s headquarters, was witnessed by H.E. Eng. Mohammad Al-Bashir, Syriaโ€™s Minister of Energy, Mohammad Abunayyan, Founder and Chairman of ACWA Power, and representatives from the Saudi Ministry of Energy.

Under the framework of the agreement, ACWA Power and the Ministry will conduct detailed technical and commercial studies on Syriaโ€™s existing power plants and national grid infrastructure. The partnership aims to identify suitable locations for renewable energy projects, targeting 1.0 GW of photovoltaic (PV) capacity and 1.5 GW of wind capacity, supported by grid-scale storage solutions to enhance system reliability and flexibility.

The collaboration also includes a feasibility study for establishing a national technical training centre to train professional technicians equipped to support renewable energy projects throughout their construction and operation phases.

Dr. Moayad Samman, ACWA Powerโ€™s Country General Manager in Syria, highlighted the companyโ€™s integrated approach. โ€œTodayโ€™s agreement in Syria sets a clear pathway to bring best-in-class solutions to the Syrian power sectorโ€”solutions that combine reliable generation, cost competitiveness, and accelerated renewable energy integration,โ€ he said. โ€œWe will prioritise rehabilitation where appropriate, deploy new solar and wind capacity where it delivers the most value, and invest in people through a dedicated training centre so that local talent powers every stage of delivery.โ€

Ahmad Al-Sulayman, Official Spokesperson for the Ministry of Energy, emphasised the agreementโ€™s alignment with Syriaโ€™s energy goals. โ€œThis agreement comes within the framework of the Ministryโ€™s vision to strengthen reliance on renewable energy sources and to develop national infrastructure in line with global trends in the energy transition,โ€ he said. โ€œOur cooperation with ACWA Powerโ€”a global leader in renewable energy and water desalinationโ€”marks a significant step towards securing Syriaโ€™s energy future through power generation projects with a total capacity of up to 2.5 GW from solar and wind, complemented by energy storage solutions that ensure grid stability and flexibility.โ€

Al-Sulayman also stressed the importance of workforce development: โ€œThe proposed national technical training centre will play a vital role in preparing qualified Syrian professionals to support these projects at every stage. This agreement reaffirms the Ministryโ€™s commitment to advancing the energy sector according to the highest standards, in a way that serves both the nation and its citizens.โ€

The agreement is seen as a major milestone in Syriaโ€™s pursuit of energy transition, infrastructure development, and local capacity building, while leveraging international expertise to meet future energy demands.
