MAHAPREIT, or Mahatma Phule Renewable Energy & Infrastructure Technology Ltd., a Government of Maharashtra undertaking, has issued a Request for Qualification to empanel agencies for preparing pre-feasibility reports, Detailed Project Reports, and financial models for rooftop and ground-mounted solar projects. This move is part of the stateโs efforts to address its growing energy demand, which is currently met largely by thermal power, contributing significantly to greenhouse gas emissions. The last date for bid submission is set as September 16, 2025.
The empanelment will be valid for two years from the date of issuing the Letter of Empanelment. Agencies interested in participating are required to submit an Earnest Money Deposit of โน50,000, with exemptions available for holders of valid MSME certificates. Successful bidders will also need to pay a non-refundable empanelment fee of โน20,000 plus applicable GST before the LOE is issued. The evaluation of bids will be done in two stages: a technical assessment followed by a presentation. Agencies must achieve a minimum score of 70 marks to qualify for empanelment.
Eligibility criteria are clearly defined. Agencies must be registered legal entities in India and should have completed at least three solar projects of a combined capacity of 1 MW or more in the last five years. Bidders must also demonstrate financial stability, with an average annual turnover of โน50 lakhs over the last three fiscal years and a positive net worth in the last fiscal year, both certified by a Chartered Accountant. In addition, participating agencies must have a valid GST registration and should not have been blacklisted by any government or public sector organization. Only online submissions will be accepted, and incomplete or conditional bids will be rejected.
All required documents, including the main RFQ, must be uploaded online, and hard copy submissions are not allowed. The bid opening process can be witnessed online by the bidders. MAHAPREIT reserves the right to reject any or all bids without providing reasons and may award the work to multiple agencies if their prices match the lowest bid.
Agencies selected through this empanelment will be responsible for preparing pre-feasibility studies, Detailed Project Reports, and financial models for solar projects in the state. However, they will not be allowed to participate in the bidding process for the implementation of the same projects to ensure transparency and avoid conflicts of interest.
This initiative by MAHAPREIT aims to promote the development of renewable energy in Maharashtra while addressing the challenges posed by reliance on thermal power. By empaneling experienced agencies, the state intends to create a structured and efficient process for planning and evaluating solar projects. The move is expected to support Maharashtraโs energy transition goals and contribute to reducing greenhouse gas emissions while promoting sustainable and clean energy solutions.
