The Solar Energy Corporation of India Limited (SECI), under the Ministry of New and Renewable Energy (MNRE), has invited proposals for the selection of executing agencies to prepare Detailed Project Reports (DPRs) for Green Hydrogen Hubs in India. This call for proposals is part of Component-B1 of the National Green Hydrogen Mission and was formally announced on September 17, 2025.
The scope of work includes the preparation of DPRs that will serve as the foundation for establishing green hydrogen hubs across states. These hubs are expected to accelerate India’s renewable energy transition and position the country as a global leader in green hydrogen. The maximum financial assistance allocated for the preparation of each DPR is capped at ₹3 crore per state.
Interested applicants must submit proposals through the ISN-ETS electronic tendering portal. The system follows a single-bid e-tendering process, and all proposals are to be submitted online. Offline submission is limited only to the bid processing fee, Earnest Money Deposit (EMD), and pass-phrases required for bid decryption.
As per the bid information sheet, applicants are required to pay a non-refundable document fee of ₹5,000 plus GST and a tender management fee of ₹25,000 plus GST.
Additionally, the Earnest Money Deposit (EMD) is mandatory. While the document confirms that EMD is applicable, the exact amount is detailed in the tender annexures. Similarly, the Performance Bank Guarantee (PBG) is also applicable, ensuring compliance and seriousness of participation.
The deadlines are strictly governed by the timelines provided on the ISN-ETS portal. Applicants must ensure submission of proposals before the closure date and time, as late responses will be declared non-responsive. The date and venue of the pre-bid meeting will also be published on the SECI and ISN-ETS websites to allow participants to seek clarifications.
Funding disbursement for the DPRs will take place in three stages: 30% upon administrative approval, 40% upon submission and acceptance of the draft DPR by the Project Appraisal Committee, and the final 30% upon acceptance of the final DPR by the concerned state government or its designated agency.
The evaluation process will follow a quality-based selection method, giving 90% weightage to technical capability and 10% to land availability, followed by a presentation before the Project Appraisal Committee. Only those proposals meeting all requirements, including EMD, PBG, and fees, will be considered valid.
This initiative represents a significant step under the National Green Hydrogen Mission, aiming to build robust hydrogen ecosystems across India. The DPRs prepared through this CfP will form the roadmap for developing green hydrogen hubs that can drive industrial decarbonization, enable energy security, and create new opportunities for investment and innovation.
