NTPC’s NVVN Invites Bids For 250 MW/500 MWh Kerala Battery Storage Project

NTPC Vidyut Vyapar Nigam Limited (NVVN), a wholly owned subsidiary of NTPC Limited, has issued a Request for Selection (RfS) for a large-scale battery energy storage project in Kerala. The project involves the procurement of a 250 MW/500 MWh standalone Battery Energy Storage System (BESS), aimed at strengthening the state’s power system and enhancing grid stability. The project will be executed for the Kerala State Electricity Board (KSEBL) and is designed to connect to the State Transmission Utility (STU) network. Its primary objective is to improve grid balancing and support the integration of renewable energy sources such as solar and wind, which can be variable and intermittent.

The project is notable for its financial structure, as it is supported by Viability Gap Funding (VGF) provided through the Power System Development Fund (PSDF). This funding mechanism reduces the financial risk for developers by bridging the gap between the project’s economic cost and the tariff KSEBL can afford to pay. By lowering the cost for developers, the VGF ensures that the project remains commercially viable and helps reduce electricity costs for consumers. With a capacity of 250 MW of power and 500 MWh of energy storage, the BESS will be crucial for managing peak electricity demand and ensuring a stable power supply across the state.

NVVN has set specific timelines and requirements for bidders interested in the project. The tender is expected to attract interest from both domestic and international developers, reflecting the growing importance of energy storage projects in India.

Financial commitments from bidders are also significant. Interested developers must submit an Earnest Money Deposit (EMD) of INR 12.5 Crore, which acts as a security deposit to ensure only serious and capable firms participate. Following the selection of the successful bidder, a Performance Bank Guarantee (PBG) of INR 25 Crore will be required. This guarantee ensures that the project is completed on time, commissioned successfully, and operated according to the terms agreed with KSEBL and NVVN.

The project represents a significant milestone for grid-scale energy storage in India. It will enhance Kerala’s ability to manage renewable energy integration, provide reliable power during peak demand, and support the overall resilience of the state’s electricity system. By implementing such a large-scale BESS, Kerala is setting an example for other states in adopting modern energy storage solutions. The project also highlights the growing role of government-backed financial mechanisms like VGF in making renewable energy projects commercially viable and attractive to developers.
