KELTRON Invites Bids For 1.5 MWp Grid-Connected Rooftop Solar Project With Five-Year Maintenance Commitment

Kerala State Electronics Development Corporation Limited (KELTRON) has announced a major tender for the establishment of a large-scale solar power project, aiming to strengthen the adoption of renewable energy in the state. The tender seeks qualified contractors and suppliers to implement a 1.5 MWp Grid Connected Roof Top Solar PV (GRTSPV) Power Plant on a turnkey basis. The selected party will be responsible for the complete lifecycle of the project, including design, engineering, manufacture or procurement, testing, and supply of all components, along with installation and commissioning of the system.

A unique aspect of this tender is the requirement for a five-year comprehensive maintenance commitment. The successful bidder will be expected to ensure that the plant operates efficiently and meets all technical specifications and regulatory standards throughout this period. This emphasizes the projectโ€™s focus not only on immediate implementation but also on long-term operational performance and sustainability.

Participation in the tender process involves strict financial and procedural obligations. Interested bidders are required to submit an Earnest Money Deposit (EMD) of โ‚น2,62,500, which serves as a guarantee of their commitment to the tender process. The deadline for online submission of both technical and financial bids is set for 25th November 2025 at 3:00 PM, and no submissions will be accepted beyond this time. Following the submission, technical bids will be opened electronically on 27th November 2025 at 11:00 AM. This stage involves an assessment of each bidderโ€™s technical capability, experience, and adherence to the tender specifications. Only those proposals that meet the technical requirements will advance to the financial evaluation stage.

The tender also stipulates that the successful contractor must provide a Performance Bank Guarantee (PBG) equivalent to 10% of the total contract value. This guarantee is intended to secure the contractorโ€™s commitment to the five-year maintenance period, ensuring that all obligations under the contract are met. The process is being conducted entirely through an e-tender platform, which reinforces transparency, accountability, and efficiency in managing the procurement of this significant renewable energy project.

The KELTRON rooftop solar project represents an important step in Keralaโ€™s efforts to integrate clean energy solutions into the existing electricity infrastructure. By promoting grid-connected rooftop solar installations, the state aims to reduce dependence on conventional energy sources while supporting sustainability initiatives.
