Telecommunications Consultants India Ltd. has invited consortium partners for a major renewable energy project in the Union Territory of Puducherry. The organization has issued an Expression of Interest seeking experienced Solar Power Developers to join them in setting up more than thirteen thousand rooftop solar installations across government buildings. The plan aims to develop 13,043 grid-connected rooftop solar PV systems under the RESCO model through tariff-based competitive bidding. The initiative is part of the RTSPV-Tranche-V programme and is expected to support long-term clean energy generation and reduce dependence on conventional electricity sources in the region.
The EOI was released on November 19, 2025. It explains the scope of work to be carried out by the selected partners. These partners will be responsible for the complete execution of the rooftop systems and their long-term maintenance once the installations are completed. The plan covers government buildings across Puducherry and is expected to contribute to the region’s sustainability goals and enhance renewable energy adoption. TCIL is looking for developers who have relevant experience in executing large-scale solar projects through similar competitive bidding processes.
The EOI describes the procedural details and specifies the timelines for the entire bidding process. According to the document, the EOI was e-published on November 19, 2025. Interested bidders need to complete their submissions by December 2, 2025, before 12:00 PM, which is the official closing time. Soon after the closing of the submission window, the technical bids will be opened on the same day at 1:00 PM. The schedule allows applicants a narrow but clear timeframe to prepare and submit their documents, ensuring an efficient evaluation process.
The financial requirements form an important part of the document. Interested bidders must deposit an Earnest Money Deposit of ₹900 per kW of the capacity they quote in their bids. This amount acts as a security to show the bidder’s commitment to participating in the tender. Later, those selected to partner with TCIL will be required to provide a Performance Bank Guarantee amounting to ₹3,375 per kW of the capacity allotted to them. This guarantee ensures that the partners will carry out the project successfully as per the commitments made. In addition to these deposits, the bidders must pay a non-refundable bid processing fee of ₹6,000. Overall, the rooftop solar project in Puducherry aims to make a strong push towards sustainability.
By installing such a large number of solar systems on government buildings, the territory expects to increase its renewable energy share and move closer to long-term energy independence.
