The European Bank for Reconstruction and Development (EBRD) is providing a loan of up to €29.9 million to the Romanian city of Brașov to finance energy efficiency upgrades in public buildings, marking the city’s entry into the Bank’s flagship Green Cities programme. The investment will support the renovation of up to 20 public facilities, including schools and administrative buildings. Planned improvements include thermal insulation and structural enhancements, installation of heat pumps, and upgrades to building systems to boost energy and resource efficiency.
These measures are expected to generate significant energy savings, reduce carbon emissions and pollution, and improve comfort and safety for building occupants, aligning with Romania’s and the European Union’s climate objectives. Given that buildings account for the largest share of energy consumption in the EU and contribute over a third of its emissions, such efficiency projects are essential for accelerating decarbonisation.
With this initiative, Brașov becomes the seventh Romanian city to participate in the EBRD Green Cities programme, which helps cities identify and address key urban development challenges. As a next step, the Bank will assist Brașov in developing its Green City Action Plan, outlining priorities for future green investments and policies to tackle the city’s most pressing environmental and climate issues.
Brașov, one of Romania’s largest cities with a population of around 400,000, has expressed its ambition to become Romania’s Green Capital and is committed to promoting sustainability through initiatives such as eco-tourism, public transport upgrades, renewable energy adoption, and building rehabilitation. The EBRD has been a long-term investor in Romania since 1992, with more than €12 billion invested across 576 projects to date, supporting the country’s economic development and transition to a greener, more sustainable future.
