The Uttar Pradesh Electricity Regulatory Commission (UPERC) has issued a new order regarding the non-compliance of Renewable Purchase Obligation (RPO) Regulations in the state. These regulations, first notified in 2010, require certain obligated entities such as distribution companies and large consumers to purchase a fixed percentage of their electricity from renewable energy sources. To monitor compliance, the Commission had appointed the Uttar Pradesh New & Renewable Energy Development Agency (UPNEDA) as the State Agency.
The latest hearing on the matter was held on January 22, 2026. The proceedings were conducted before a quorum comprising Chairman Arvind Kumar and Member Sanjay Kumar Singh. The main focus of the hearing was to review UPNEDAโs progress in onboarding obligated entities onto a centralized RPO Portal, which has been developed to ensure better tracking, transparency, and compliance.
During the hearing, UPNEDA submitted updated information about the total number of obligated entities in the state. Earlier reports had stated that there were 499 such entities. However, after reviewing the records carefully, UPNEDA found that 25 of them were duplicate entries. As a result, the total number of valid obligated entities has now been revised to 474.
UPNEDA also filed an affidavit explaining the steps taken to improve registration, data submission, and payment compliance on the RPO Portal. The data presented showed clear progress since November 2025. The number of registered entities increased significantly from 257 in November to 417 as of the latest update. Similarly, the number of entities that submitted their required data rose from 82 to 171 during the same period. In terms of payments made through the portal, the number increased from 168 to 256 entities.
Despite this progress, 57 entities are still yet to be onboarded on the portal. The legal counsel for UPNEDA informed the Commission that the agency is fully committed to completing the process but requested additional time to bring the remaining entities onto the platform.
After reviewing the status, the Commission issued clear directions to ensure that the process moves forward without delay. UPERC directed UPNEDA to submit a consolidated report covering all 474 identified obligated entities. The Commission also set a firm deadline of March 31, 2026, for onboarding the remaining 57 entities onto the RPO Portal.
In addition, the Commission has made it mandatory for UPNEDA to submit regular quarterly RPO compliance reports based on the data available on the online portal. This includes a compliance report for the quarter ending March 31, 2026, which must be filed before the next hearing.
The matter will be reviewed again in a follow-up hearing scheduled for April 23, 2026. The ongoing proceedings show the Commissionโs strong focus on enforcing renewable energy targets and ensuring proper digital monitoring of compliance across the state.
