The Solar Energy Corporation of India (SECI) has issued a notification, extending the bid submission deadline of its 4MW Floating Solar With 2MW of BESS Tender. The last date of bid submission is extended till 18.05.2020 (18:00 HRS). The techno-commercial bid opening shall be carried out on 21.05.2020 (11:00 HRS).
In January, the Solar Energy Corporation of India Limited (SECI) issued a Request for Selection (RfS) to initiate 4 MW of grid-connected floating solar projects. The project consists of 2 MW of battery energy storage system (BESS). The projects will be established at Kalpong Dam in Diglipur which is located in northern Andaman and it will evolve on a build-own-operate (BOO) basis.
Recently, SECI has issued the notification, extending the bid submission deadline of its 4MW Floating Solar With 2MW of BESS Tender for the 5th time. The last date of bid submission is hereby extended till 04.05.2020 (18:00 HRS) and The techno-commercial bid opening shall be carried out w.e.f. 11:00 HRS on 07.05.2020.
On 25th March, SECI issued its fourth extension notice from 25.03.2020 to 13.04.2020 (18:00 HRS) and the techno-commercial bid was extended till 16.04.2020. Previously on 12th March, SECI has extended its deadline for the third time. It had extended the bid submission deadline from 13.03.2020 to 20.03.2020 and the techno-commercial bid was extended to 25.03.2020. On 28th February SECI extended the date of this tender from February 28, 2020, to 13.03.2020, and on 18th February SECI extended the bid submission deadline from 13-03- 2020 to 28-02-2020.
As the Earnest Money Deposit (EMD) interested bidders must remunerate ₹5.4 million. The highest tariff payable to the developer is ₹8 /kWh for 25 years which includes all statutory taxes, levies, duties, and cess. To participate in this tender the minimum annual turnover of the bidder should be ₹48 million while net worth should be minimum ₹54 million.
The timeline for the project is 18 months and the total performance bank guarantee will be encashed by the agency in case of delay beyond 24 months.
In April, SECI issued a notice in concern with tender related queries for 15 MW (AC) Floating Solar PV Power Plant for different sites at SCCL Telangana State. The notice stated that it’s evident that the global outbreak of Pandemic Novel Coronavirus, COVID 19 has significantly hampered the functioning of all sectors including institutions, commercial establishments, offices & various manufacturing units are also at standstill. Due to this reason, the pre-bid meeting scheduled for this tender could not be conducted on 20.04.2020. As conducting pre-bid meetings is not possible in the current pandemic circumstances, SECI has requested bidders to submit their tender related queries before 24.04.2020 by 1800 Hrs.
