The 121 MW of grid-connected solar power projects that Haryana Power Generation Corporation Limited (HPGCL) is planning to build are out for bid. The projects would be spread out over three locations: Yamuna Nagar (18 MW), Panipat (25 MW), and Faridabad (78 MW).
The last date for bid submission is August 8, 2022, and the opening date for bids is August 10.
Participants in the tender would be required to submit Rs 5 million as an earnest money deposit. The winning bidder will be required to provide a security deposit or performance bank guarantee equal to 10% of the contract amount within 15 days of receiving the letter of intent.
Within nine months after the letter of intent’s issuance, the project must be commissioned. The successful bidder will also be in charge of project management and maintenance for a period of fifteen years.
The solar energy projects must achieve a minimum annual capacity utilization factor (CUF) of 17% in the first year.
The solar modules that will be used in the solar projects must have a warranty for their peak output power, which must be at least 90% after 10 years and not less than 80% after 25 years.
The bidder must meet all requirements for design, construction, supply, supervision, and commissioning, including cumulative installed capacities of at least 25 MW. One or more of the bidder’s prior projects must have at least one plant with a 6 MW capacity.
Prior to the opening of bids, the reference plant with the minimum capacity has to be in operation for at least six months.
Bidders must have a financial turnover of Rs. 3.4 billion during the previous three fiscal years. Their net worth should be positive during the previous fiscal year.
