An expression of interest (EoI) has been published by the Maharashtra Energy Development Agency (MEDA) in order to determine the tariff to implement 10 MW grid-connected rooftop solar photovoltaic systems on various government buildings in Maharashtra.
The proposals must be submitted by July 18, 2022. The next day, bids will be opened. Bidders are required to pay a bid processing cost of Rs 11,800, plus 18% GST.
Rooftop systems with a capacity of 10 kW to 100 kW and above 100 kW to 500 kW require a security deposit of Rs. 300,000 and Rs. 500,000, respectively, from the winning bidder.
The rooftop solar power plants would be built under the RESCO mode and distributed to developers according to the order in which their applications are received.
The rooftop solar installations range from 10 kW to 500 kW in capacity. Design, installation, engineering, testing, supply, and commissioning are all included in the scope of work, along with extensive operation and maintenance for a period of 25 years.
The rooftop solar projects will be installed on structures held directly by the government or by any government-owned societies, firms, corporations, health, and educational institutions, as well as on public sector operations, and offices.
The potential bidders are required to provide a 25-year tariff in the format ‘Rs/kWh’ for the sale of solar energy produced by rooftop systems. All taxes and tariffs would be included in the levelized tariff, which would be set for 25 years.
Rooftop solar systems between 10 kW and 100 kW are subject to a ceiling tariff established by MEDA of Rs. 3.42/kWh, while systems between 100 kW and 500 kW are subject to a ceiling tariff of Rs. 3.41/kWh. The found tariff will be applicable to projects that are started within a year after the tariff’s finalization.
The average yearly turnover for bidders over the previous 3 fiscal years should have been Rs. 40 million, or an overall average turnover of Rs. 80 million.
Over the previous 3 fiscal years, a solar system with a total capacity of 100 kW, including at least one project of 50 kW in RESCO mode, must have been erected by the bidder who is quoting for rooftop solar systems with a capacity between 10 kW and 100 kW.
For rooftop solar systems with a capacity of more than 100 kW to 500 kW, bidders must have completed at least one project with a capacity of 100 kW in RESCO mode and 500 kW in total within the previous 3 fiscal years.
