SECI Issues RfS for Selection of Solar PV Module Manufacturers Under Tranche-II of PLI Program

Request for Selection (RfS) document for Selection of Solar PV Module Manufacturers for Setting up Manufacturing Capacities for High Efficiency Solar PV Modules in India under the Production Linked Incentive Scheme (Tranche-II) has been issued by Solar Energy Corporation of India Ltd (SECI) under the “Scheme Guidelines for Implementation of the Production Linked Incentive Scheme (Tranche II) under ‘National Programme on High Efficiency Solar PV Modules’ for achieving manufacturing capacity of Giga Watt (GW) scale in High Efficiency Solar PV modules”.

Date of pre-bid meeting (to be conducted offline) on 6th December, 2022 (11:00 AM IST)

Last date of bid submission is 9th January, 2023 (6:00 PM IST) and the bids will be opened on 12th January.

Cost of tender document is INR 25,000/- (Indian Rupees Twenty-Five Thousand only) + applicable GST, for each Bidder, to be submitted through NEFT/ RTGS transfer in the account of SECI along with the response to RfS.

Bid processing fees is INR 15,00,000/- (Indian Rupees Fifteen Lakh only) +applicable GST, for each Bidder.

Under this RfS, the SMM shall be required to set up manufacturing capacities in Giga Watt (GW) scale for high efficiency Solar PV modules, with the primary objective to promote manufacturing of high efficiency solar PV modules in India and thus reduce dependence in the area of Renewable Energy, as per the provisions of the RfS.

With the objective to promote setting up of integrated plants for better quality control and competitiveness, the Bidder shall commit minimum integration across solar cells and modules. Based upon the extent of integration proposed, the Bidder can opt for bidding for any one of the following three baskets:

Polysilicon + ingots-wafers + solar cells + modules
Ingots-wafers + solar cells + modules
solar cells + modules

The PLI will remain available for five year after the date of commissioning — actual or scheduled — of the manufacturing facilities by the chosen bidders.
