The tender for building 2 MW grid-connected rooftop solar systems with remote monitoring devices has been released by Ahmedabad Municipal Corporation (AMC). The solar power system will be installed atop the AMC building, which is likely to cost Rs. 116.02 million.
The deadline for submission of offers is January 16, 2023. The day of the bid opening is January 18.
Tender fees totaling Rs. 18,000 and earnest money deposits of Rs. 1.16 million are required of all bidders. The winning bidders are additionally required to provide a security deposit of 3% of the project cost and a performance bank guarantee (PBG) of 5%.
The projects must employ Mono PERC modules with a minimum power rating of 500 Wp, which must be included in the Approved List of Manufacturers and Models (ALMM) maintained by the Ministry of New and Renewable Energy (MNRE).
The chosen bidder shall provide a self-declaration on the domestically produced modules that will be used in the project if the ALMM is not provided.
The winning bidder is required to finish the project in 6 months and offer complete operations and maintenance (O&M) services for 5 years.
Liquidated damages of 0.1% of the value of the unfinished work each day will be applied if the developer is unable to finish the project by the deadline. Liquidated damages cannot be more than 10% of the value of the project.
The bidder will be qualified to submit a proposal if they have executed 3 similar projects totaling at least 800 kW each, 2 similar projects of at least 1 MW capacity each, or 1 similar project with at least 1.6 MW capacity.
Alternatively, bidders will be eligible to bid if they have experience commissioning rooftop solar systems that are linked to the grid and that are of at least 100 kW capacity.
They are also required to provide a certificate from the owner attesting that the work was finished on schedule and is operating properly.
Additionally, the bidders must have had an average yearly turnover of Rs. 34.8 million during the previous 3 fiscal years.
A solvency certificate from a nationalized or scheduled bank in the amount of at least Rs. 23.2 million is another requirement for bidders.
