The Sr. Divisional Electrical Engineer (RS&G) of Raipur Division, South East Central Railway, is inviting sealed Request for Qualification (RFQ) and Request for Proposal (RFP) from reputed and experienced solar power developers. The project involves the implementation of rooftop/copy, solar PV systems at various locations within the Raipur division, with a combined capacity of 2.185 MW. The implementation will be done through a public-private partnership (PPP) model on a design, build, finance, operate, and transfer (DBFOT) basis. The selected developer will also be responsible for supplying electricity to the railways under a long-term fixed-rate Power Purchase Agreement (PPA) for a period of 25 years after the projects are commissioned.
The estimated project cost is approximately Rs. 8,86,28,200.00 (Eight Crore Eighty-Six Lakh, Twenty-Eight Thousand Two Hundred only) based on the benchmark cost of the Ministry of New and Renewable Energy (MNRE).
Interested bidders can obtain the Bid Documents at a cost of Rs. 34,810/- (inclusive of GST). The payment can be made through NEFT/RTGS transfer to the designated account of FA&CAO, SEC Railway, Bilaspur payable at Raipur. Micro & Small Enterprises (MSEs) bidders with a valid Udyog Adhaar certificate are exempted from paying the Bid Document fee.
A pre-bid conference is scheduled for 5th July 2023 at 11:00 hrs in the Sr. DEE (RS&G) Office in Raipur. The submission of bids can be made from 21st June 2023 to 18th July 2023 until 15:00 hrs. The bid opening will take place at 15:30 hrs on 18th July 2023.
