UHBVN Invites Expressions of Interest for 40 MW Decentralized Solar Power Projects under PM KUSUM Initiative

The Uttar Haryana Bijli Vitran Nigam (UHBVN) has issued a call for expressions of interest for the establishment of 40 MW decentralized grid-connected solar power projects on ground/stilt-mounted structures, falling under component A of the Pradhan Mantri Kisan Urja Suraksha Evam UtthaanMahabhiyan (PM KUSUM) initiative.

The designated projects will be situated on barren or uncultivable agricultural land within a five-kilometer radius of substations identified by UHBVN. Capacities ranging from 500 kW to 2 MW are required, with connections to 33/11 kV, 66/11 kV, and 132/11 kV substations.

The Expression of Interest (EOI) processing fee is Rs. 5000 per MW or part thereof (e.g. Rs. 5000/- for 0.5 MW to1 MW and Rs 10,000/- for above 1 MW), with an additional 18% GST. E-service fee amounts to Rs. 1180 (including GST), and an Earnest Money Deposit (EMD) of Rs. 1 lakh per megawatt is required in the form of a Bank Guarantee. The deadline for bid submissions is December 27, 2023 (closing at 15:00 Hrs) and the opening of submitted applications will take place on December 28, 2023, at 15:00 Hrs.

Successful developers must furnish a comprehensive project report, financial closure documents, and a grid feasibility clearance report to UHBVN within six months of receiving the award letter. Project commissioning is expected within 12 months of the award.

The land requirement is 4 acres per MW, permitting the use of agricultural land provided solar modules are stilt-mounted, maintaining sufficient spacing to avoid interference with farming activities.

Selected developers will sign a 25-year power purchase agreement with the Haryana Power Purchase Centre at a predetermined levelized tariff of ₹3.11/kWh, as specified by the Haryana Electricity Regulatory Commission.

In cases where the total eligible capacity exceeds the designated limit for a specific substation, an e-reverse auction will be conducted to allocate capacities based on the lowest tariff offered.

The tender considers ₹4 crore per MW as the solar project installation cost, requiring applicants to demonstrate proof of funds for at least 30% of the quoted capacity cost.

Bidding companies must exhibit or inject capital in the form of their own equity, in accordance with specified requirements, and possess a net worth of no less than ₹1 crore per MW from the previous financial year.

Developers must maintain a minimum annual capacity utilization factor of 15% throughout the entire power purchase agreement period. UHBVN mandates the use of solar modules listed in the latest Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy.
