Uttar Pradesh New & Renewable Energy Development Agency (UPNEDA) has initiated the bidding process for the establishment of a combined capacity of 500 MW in grid-connected rooftop solar projects. These projects are intended for installation on government/semi-government buildings and other institutions across Uttar Pradesh, employing the RESCO model on a net metering basis.
The assigned tasks encompass the comprehensive execution of activities, such as design, manufacturing, supply, erection, testing, and commissioning. Additionally, the responsibilities include providing a warranty and conducting operations and maintenance for 25 years for grid-connected rooftop solar systems ranging from 25 kW to 2,000 kW.
Interested parties are required to submit their bids by January 2, 2024, with bid opening scheduled for January 3. The selected bidder will assume the operations and maintenance of the project for the subsequent 25 years post-commissioning.
The tender fee for bidders is โน29,500 plus GST.
Within 30 days from the award issue date or before entering into an agreement with UPNEDA, the successful bidder must furnish a performance bank guarantee (PBG). The PBG amount is calculated as โน10lakhs multiplied by the allocated capacity in MW.
A document processing fee, up to โน500,000 inclusive of GST, will also be required of bidders. This fee is computed as follows: โน10,000 multiplied by the quoted bid capacity in MW.
The manufacturing of solar modules and cells is mandated to occur within India, adhering to the Approved List of Models and Manufacturers of Solar Photovoltaic Modules (Compulsory Registration Requirement) Order 2019.
Projects must fall within the 25 kW to 2,000 kW size range, with the flexibility for a single project to comprise multiple rooftop units, each having an independent grid connection and individual meters. However, only one project per meter consumer number is allowed, with a maximum project size of 2000 kW.
Bidders must possess a proven track record in designing, supplying, installing, and commissioning grid-connected solar power projects and solar systems under the RESCO model. The cumulative experience should not be less than 1,500 kW over the past five financial years, up to the bid submission deadline, and the commissioned projects must be operational.
To qualify, bidders must demonstrate a minimum net worth of โน80 lakhs MW of the quoted capacity, with the financial evaluation based on the last available financial year. Financial status may also be taken into account at least seven days prior to the deadline for bid submission.
