Approval of Transmission Charges For Rajasthan’s Renewable Energy Transmission System

A recent development in the energy sector has seen the approval of transmission charges for the establishment of the Transmission System for the evacuation of power from Renewable Energy Zones (REZ) in Rajasthan. The project, known as the “Transmission system for evacuation of power from REZ in Rajasthan (20GW) under Phase-III Part B1”, is set to be undertaken by POWERGRID Bhadla III Transmission Limited, a subsidiary of Power Grid Corporation of India Limited.

The journey towards the adoption of transmission charges began with the initiation of a competitive bidding process overseen by PFC Consulting Limited (PFCCL), designated as the Bid Process Coordinator (BPC) by the Ministry of Power, Government of India. The bidding process aimed to select a developer to establish the Inter-State Transmission System on a Build, Own, Operate, and Transfer (BOOT) basis.

Following the guidelines set forth by the Government, the bidding process commenced with the publication of a Global Invitation for Qualification. Five bidders responded, and after rigorous evaluation, Power Grid Corporation of India Limited emerged as the successful bidder with the lowest transmission charges of โ‚น2,124.08 million per annum.

The transparency of the bidding process was underscored by the certification provided by the Bid Evaluation Committee (BEC), affirming that the process adhered to the Ministry of Power Guidelines. Subsequently, the regulatory authorities approved the adoption of transmission charges based on the finalized bid.

As part of the procedural requirements, the successful bidder was mandated to complete certain activities, including the acquisition of the SPV (Special Purpose Vehicle) within stipulated timelines. Power Grid Corporation of India Limited fulfilled these requirements, leading to the filing of the petition for the adoption of transmission charges.

In a significant administrative update, the petitioner, formerly known as Bhadla III Transmission Limited officially changed its name to POWERGRID Bhadla III Transmission Limited. This change was duly recognized by the Registrar of Companies, Delhi, and acknowledged by the regulatory body overseeing the project.

The approval of transmission charges marks a pivotal milestone in the execution of the project, which aims to enhance the efficiency of power evacuation from Renewable Energy Zones in Rajasthan. The adopted transmission charges will remain valid throughout the duration covered by the Transmission Service Agreement (TSA).

It is pertinent to note that the sharing of transmission charges among designated Inter-State Transmission System customers will be governed by existing regulations established by the Central Electricity Regulatory Commission (CERC). The approval of transmission charges for the establishment of the Transmission System in Rajasthan reflects a concerted effort by stakeholders to promote renewable energy integration into the national grid. The transparent bidding process and adherence to regulatory guidelines underscore the commitment to fostering a robust and sustainable energy infrastructure for the nation’s future.
