POWERGRID Secures Transmission License, Advancing Solar Energy Infrastructure In Andhra Pradesh

An application for a transmission license has been filed by POWERGRID Ananthpuram Kurnool Transmission Limited, formerly known as Ananthpuram Kurnool Transmission Limited, under the Electricity Act, 2003. The application pertains to the establishment of an Inter-State Transmission System for the “Transmission Scheme for Solar Energy Zone in Ananthpuram (Ananthapur) (2500 MW) and Kurnool (1000 MW), Andhra Pradesh” on a Build, Own, Operate and Transfer (BOOT) basis.

During the recent hearing, it was noted that the petitioner had fulfilled all necessary requirements, including serving copies of the petition to relevant authorities and inviting suggestions/objections, yet no responses were received. The Central Transmission Utility of India Limited (CTUIL) recommended granting the transmission license to the petitioner. Although responses were awaited from other parties, the Commission decided to proceed with the grant to avoid delays in construction.

The bid process for selecting a Transmission Service Provider (TSP) was conducted by PFC Consulting Limited (PFCCL) as the Bid Process Coordinator (BPC), as per guidelines issued by the Ministry of Power. Power Grid Corporation of India Limited emerged as the successful bidder, offering the lowest transmission charges.

The process involved various stages including technical and financial bids from multiple companies, with Power Grid Corporation of India Limited eventually securing the bid. They fulfilled obligations such as providing a Contract Performance Guarantee, executing agreements, and acquiring equity shareholding of Ananthpuram Kurnool Transmission Limited.

The application for the transmission license was made in accordance with prescribed procedures, including the submission of necessary fees and serving copies to beneficiaries of the transmission project. The proposed transmission charges were recommended by the Bid Evaluation Committee and enclosed with the application.

The Commission acknowledged that the petitioner met conditions for the grant of the inter-state transmission license. A public notice was ordered to invite suggestions or objections, allowing interested parties to contribute until a specified date.

The petitioner’s compliance with bidding documents and agreements, along with commitments to project implementation, were noted. Changes in the petitioner’s name were also duly recorded for administrative purposes. The petitioner’s application for a transmission license has progressed through various stages, meeting legal and procedural requirements. The Commission’s decision to proceed with the grant reflects adherence to due process while ensuring timely project implementation. The next hearing is scheduled for further proceedings.
