Call for Bids: BSPGC Seeks 2-10 MW Grid-Connected Solar Power Project Over Pond with Raised Structure

Bihar State Power Generation Company (BSPGC) has issued a call for bids to procure power from a ground-mounted solar power project, connected to the grid, featuring a raised structure over a pond, with a capacity ranging from 2 to 10 MW.

The project entails establishing the grid-connected solar PV system, including the transmission network up to the interconnection or delivery point. Maintenance costs for the high-tension line and other related charges will be the responsibility of the developer.

Projects must have a minimum capacity of 2 MW and be installed as ground-mounted structures with raised platforms over the pond. They will be executed under the RESCO mode on privately-owned ponds.

Manmade ponds with water availability for eight to nine months annually are deemed suitable for installing such solar power projects, ensuring concurrent fisheries and allied activities.

The deadline for bid submission is March 5, 2024. Bidders are required to quote a minimum capacity of 2 MW and a maximum of 10 MW, along with submitting a bid security of ₹500,000/MW.

Successful bidders will need to provide a performance bank guarantee of ₹30 lakhs /MW within 30 days of receiving the letter of intent or before signing the power purchase agreement, whichever comes first.

Developers are responsible for obtaining all necessary approvals, permits, and clearances. Power purchase agreements will be entered into between state power distribution companies and developers for a period of 25 years.

Additionally, bidders must maintain an annual Capacity Utilization Factor of at least 19%. They are also required to ensure the availability of water for the project for 10 to 11 months each year.

Only commercially established and operational technologies are permitted to minimize technological risks and ensure timely project commissioning. Partial commissioning of the project will not be permitted.

Bidders must demonstrate previous experience by having commissioned solar photovoltaic-based grid-connected power projects totalling a cumulative installed capacity of 2 MW. They must also furnish evidence of supplying solar modules with a minimum capacity of 2 MW or more for on-grid solar power projects.

Moreover, bidders must demonstrate growth in the financial year and maintain a minimum average annual turnover of ₹3 crores over the last three financial years.
