NTPC Limited Invites bids for 5 MW solar plant supply at Jajru, Faridabad. Scope of work includes security services contract covering the plant, township, and associated areas to ensure safety and protection of assets and personnel. The contract includes surveillance, access control, and emergency response measures to maintain security standards across designated zones.
The completing period or the duration of the contract is 24 months. The approved cost estimate for the project amounts to Rs. 3.76 crores, which excludes DGR service charges and GST.

Only suppliers classified as ‘Class-I local suppliers’ are eligible to participate in this tender, as per the definitions outlined in the bidding documents/Public Procurement (Preference to Make in India) Order 2017, and its subsequent amendments/revisions issued by DPIIT. Bidders are encouraged to familiarize themselves with the pertinent provisions of the bidding documents concerning this requirement before submitting their bids.
The bidder is required to provide a percentage quote for the premium or service charge on the rates specified in the Scheduled Item. These rates are exclusive of service charges as per DGR regulations. Additionally, GST for this project shall be payable by the service recipient under the Reverse Charge Mechanism (RCM) scheme, as security services are categorized under RCM according to the GST Act.
If the GST column in the Bill of Quantities (BOQ) sheet is left blank or if a GST rate other than the applicable GST is quoted, then 18% or the applicable GST shall be paid under the Reverse Charge Mechanism (RCM) scheme. The BID Price refers to the total sum of all BOQ items in the BID PROPOSAL SCHEDULE, encompassing the complete scope of work. The bidding process will be evaluated as follows:
i. The tender will be awarded to the L-1 bidder based on the bid price as quoted in the Bid Price Schedule.
ii. If all agencies quote the same rate, the contract will be awarded to the most senior sponsored agency. These evaluation criteria take precedence over any similar clauses elsewhere in the bid documents, and such clauses are considered modified according to the stipulations mentioned above.
