Energy Efficiency Services Limited (EESL), under India’s Scaling up Demand-Side Energy Efficiency Sector Project, financed by the Asian Development Bank (ADB) with Loan No. 3867 – IND, has announced a significant invitation for bids. The project involves the design, engineering, supply, construction, erection, testing, commissioning, operation, and comprehensive maintenance over a 12-year contract for up to 70 MW of Solar Power Generating Systems (SPGS). These installations, ranging from 2 MW to 10 MW, will be scattered across various locations in Maharashtra.
The tender, identified as EESL/06/2023-24/ICB/ADB/Solar/232402035, opens the door for bids from eligible sources worldwide, following ADB’s International Competitive Bidding guidelines. The bidding process, which adopts a single-stage, two-envelope procedure, ensures transparency and equal opportunity for all eligible international participants.
Prospective bidders can download the bidding documents approximately 21 days after the IFB’s publication via EESL’s official e-portal, with a submission deadline set around 45 days from the document’s availability. The project emphasizes the need for digital proficiency, requiring bidders to use Class 3 Digital Signature Certificates and register on the e-portal for bid participation.
EESL mandates a non-refundable tender document fee of Rs. 25,000 and highlights the importance of of bid security, underlining the project’s commitment to serious and capable participants. The initiative not only promotes sustainable energy but also reinforces India’s dedication to enhancing its energy efficiency sector with international cooperation.
