Jharkhand State Electricity Regulatory Commission Introduces Draft Framework For Resource Adequacy Regulations, 2024

The Jharkhand State Electricity Regulatory Commission has introduced new draft regulations aimed at ensuring adequate resources for electricity generation and transmission. These regulations, effective upon publication in the Jharkhand State Government Gazette, are designed to enhance planning for meeting projected electricity demand reliably and in compliance with specified reliability standards.

The objective of these regulations is to establish a framework for resource adequacy, ensuring a balanced mix of generation sources to meet electricity demand efficiently and reliably. This framework will cover various aspects including demand assessment and forecasting, generation resource planning, procurement planning, and monitoring and compliance.

Under these regulations, distribution licensees are required to develop Medium-Term and Short-Term Distribution Resource Adequacy Plans (MT-DRAP and ST-DRAP) following specified conditions. This involves forecasting electricity demand for up to 10 years using comprehensive data and mathematical models.

Demand assessment and forecasting will be a key component, with distribution licensees responsible for assessing hourly or sub-hourly demand forecasts using advanced tools and data sources. They will consider factors like weather patterns, historical data, demographics, and policy impacts to forecast demand accurately.

Capacity credit factors for renewable generation sources like wind and solar will be determined using a net load-based approach, considering actual generation data and load profiles.

Power procurement from renewable sources will follow tariff-based competitive bidding processes outlined by the Ministry of Power.

Distribution licensees will establish dedicated planning cells for resource adequacy and power procurement within specified timelines. These cells will facilitate real-time power transactions and ensure efficient resource planning.

The regulations also emphasize collaboration among stakeholders including generating companies, transmission utilities, load dispatch centers, and regulatory bodies to ensure effective implementation of resource adequacy plans.

The Commission retains the authority to interpret and amend these regulations as needed to address evolving circumstances and ensure compliance with regulatory objectives.

In case of difficulties, the Commission may issue general or specific orders to resolve issues and provide flexibility in implementing these regulations. These regulations aim to enhance the reliability and efficiency of electricity supply in Jharkhand by fostering effective resource planning and coordination among stakeholders.
