NCRTC Invites Bids for Major Solar PV Project in Delhi-Ghaziabad-Meerut RRTS Corridor

The National Capital Region Transport Corporation Ltd. (NCRTC), a collaborative initiative between the Government of India and participating states, has issued an invitation for open electronic bids for a landmark solar energy project. This project, identified as Bid No. DM/EL/COR-OF/245, Package 20B, aims to design, engineer, supply, install, test, and commission a 4.9 MWp Roof Top Solar PV Project, along with comprehensive operation and maintenance (O&M) for a period of 25 years. This initiative is set along the Delhi – Ghaziabad – Meerut Regional Rapid Transit System (RRTS) Corridor.

Project Overview

The scope of work involves the development of a 4.9 MWp Roof Top Solar PV Project, including all associated support structure works, under the Renewable Energy Service Company (RESCO) model. The project will be executed in two phases: the initial phase of design, engineering, supply, installation, testing, and commissioning, followed by a 25-year O&M period post-commissioning.

Bid Security and Eligibility

  • Bid Security Amount: INR 3.52 Million
  • Validity of Bid Security: Until March 8, 2025
  • Submission Requirements: The original bid security must be submitted in physical form at the NCRTC office by 1500 hrs on August 12, 2024, while scanned copies must be uploaded online.

Completion Period

  • Design and Installation Phase: 15 months from the commencement date
  • Operation and Maintenance Phase: 25 years after commissioning

Important Dates and Procedures

  • Bid Document Availability: From July 11, 2024, to August 12, 2024 (up to 15:00 hrs) on the e-bidding portal.
  • Pre-bid Meeting: Scheduled for July 23, 2024, at 11:00 hrs, conducted via Video Conferencing. Interested bidders must request a link by emailing by 17:00 hrs on July 20, 2024.
  • Last Date for Seeking Clarifications: July 25, 2024, up to 17:00 hrs. Queries submitted after this deadline will not be considered.
  • Reply to Clarifications: At least 10 days prior to the bid submission deadline.
  • Bid Submission Start Date: August 5, 2024, from 15:00 hrs
  • Bid Submission End Date: August 12, 2024, up to 15:00 hrs
  • Technical Bid Opening: August 13, 2024, at 15:00 hrs

Bidders are required to register on the e-procurement portal and must have a valid class-III digital signature for submission. The bid documents, including any addendums or corrigenda, will be available free of cost for download on the e-procurement portal. It is the responsibility of the bidders to ensure they have the complete and updated bid documents.

Bidders must adhere to the eligibility and qualifying criteria specified in the bid documents, which include sections on “Instruction to Bidders” and “Evaluation and Qualification Criteria.”

In line with the government’s Make in India initiative, preferences will be given to Micro and Small Enterprises (MSEs) and Startup businesses as specified in the ITB 36. Bidders must upload scanned copies of relevant certificates and details in their online bids to avail of these preferences.

Instructions for E-Procurement

Bidders must be registered on the e-procurement portal and possess a valid class-III digital signature for the authorized signatory. All bids must be submitted online by the specified deadline, as late submissions will not be accepted. Bids must remain valid for 180 days from the submission deadline. NCRTC reserves the right to accept or reject any or all bids without providing reasons.
