Uttarakhand Power Corporation Limited (UPCL), a Government of Uttarakhand undertaking, has issued an e-tender for the implementation of a standalone Battery Energy Storage System (BESS) project with a total capacity of 100 MW/250 MWh across the state. The project will be developed under a Capacity Charge-Based Competitive Bidding Mechanism and is aimed at strengthening grid reliability and supporting renewable energy integration in Uttarakhand.
According to the tender documents, the BESS installations will be located at various substations across different regional circles. The project has been divided into three clusters, each with separate financial requirements and coverage areas.
Cluster A covers the circles of Rudrapur, Kashipur, Haldwani, and Pithoragarh. The estimated project cost for this cluster is ₹180.50 crore. Bidders are required to submit an Earnest Money Deposit (EMD) of ₹3.61 crore along with a processing fee of ₹8.45 lakh.
Cluster B includes Dehradun (Urban) and Dehradun (Rural) circles. The estimated cost for this cluster is ₹115.50 crore. The EMD for this package has been fixed at ₹2.31 crore, while the processing fee stands at ₹5.40 lakh.
Cluster C covers Tehri, Haridwar, and Roorkee circles. This cluster has the highest estimated cost at ₹206.30 crore. The EMD requirement is ₹4.13 crore, and the processing fee is ₹9.63 lakh.
The cost of the tender document for each cluster has been set at ₹29,500, inclusive of GST. While the tender specifies the EMD requirements for participation, it does not clearly mention a Performance Bank Guarantee (PBG) amount. However, such guarantees are typically part of large-scale competitive bidding projects to ensure timely execution and compliance with contractual obligations.
UPCL has also issued an official extension notice revising the bidding schedule. The last date for submission of pre-bid queries via email is February 24, 2026, up to 5:00 PM. A pre-bid conference, both online and offline, will be held on the same day at 11:30 AM at Victoria Cross Vijeyta Gabar Singh Urja Bhawan in Dehradun.
The final date for submission of bids, both online and offline, has been extended to March 10, 2026, until 5:00 PM. The technical bids (Part-I) will be opened on March 11, 2026, at 3:30 PM.
UPCL has clarified that all other terms and conditions of the original tender remain unchanged. Interested bidders can access detailed information and official documents through the state’s e-procurement portal. This BESS initiative marks a significant move toward enhancing grid stability and enabling better integration of renewable energy in Uttarakhand.
