In a significant step toward developing the ASEAN Power Grid (APG) to meet Southeast Asia’s growing energy needs, the Lao PDR-Thailand-Malaysia-Singapore Power Integration Project (LTMS-PIP) will expand under its second phase. The new phase will see a doubling of electricity traded, increasing the capacity from 100 megawatts (MW) to 200MW, with additional supply coming from Malaysia through multidirectional power trade.
To facilitate this expansion, Singaporeโs Energy Market Authority (EMA) has extended Keppel’s electricity importer license for another two years, until 2026. Keppel will now be able to import electricity from both Lao PDR and Malaysia, supporting the enhanced power integration efforts.
The LTMS-PIP, launched in June 2022, is the first initiative among four ASEAN member states to promote multilateral cross-border renewable energy trading. This project plays a vital role in advancing the APG and the ASEAN Economic Community, strengthening regional grid resilience and enhancing energy integration to meet the increasing demand.
Mr. Puah Kok Keong, Chief Executive of EMA, stated, โThe enhancements to the LTMS-PIP, with a doubling in electricity trading capacity and the additional supply from Malaysia, bring us closer to realizing the ASEAN Power Grid.โ

This development underscores Singaporeโs commitment to promoting energy collaboration within the region while advancing the vision of a connected and resilient ASEAN power network.
