NHPC Limited has announced the opening of a tender for the selection of solar power generators to establish a significant capacity of 1200 MW of ISTS-connected solar power projects throughout India. This initiative, under the Tariff Based Competitive Bidding (TBCB) framework with a Green Shoe Option, aims to enhance the country’s renewable energy output.
The bid submission process commenced on October 8, 2024, and will conclude on November 4, 2024, with the bid opening scheduled for November 8, 2024. Interested bidders can download the tender documents from the Central Public Procurement (CPP) Portal or the NHPC website.
Project Overview: The selected solar power generators (SPGs) will be responsible for setting up grid-connected solar photovoltaic (PV) projects with an aggregate capacity of 1200 MW. An additional capacity of up to 1200 MW is available through the Green Shoe Option, allowing bidders to propose projects of at least 50 MW in size.
The NHPC will procure solar power for 25 years via a Power Purchase Agreement (PPA) with the winning bidders, who are encouraged to utilize commercially established solar technologies, such as Crystalline Silicon or Thin Film.
Bidding Process: Bidders will undergo a Single Stage Two Envelope Bidding Process, consisting of a technical bid and a financial bid, followed by a reverse auction to finalize selections. This innovative e-bidding process aims to ensure transparency and efficiency in public procurement.
Compliance and Conditions: Bidders must meet the eligibility criteria specified in the RfS document and submit their bids along with the required processing fees and earnest money deposit. NHPC will retain the right to operationalize the PPA with any third party should the project be transferred after the initial lock-in period.
