GUVNL Issues Tender for 800 MWh Battery Energy Storage Systems in Gujarat

Gujarat Urja Vikas Nigam Ltd. (GUVNL) has announced a tender for the selection of developers to set up 800 MWh (200 MW x 8 hrs) Battery Energy Storage Systems (BESS) in Gujarat. This initiative aims to facilitate “on-demand” usage under Tariff-based Competitive Bidding (Phase-V).

Key Highlights:

  • Tender Type: The bidding process will follow a Single Stage Bidding system with Two Envelopes, conducted through an E-Tender platform.
  • Completion Timeline: The specific contract duration will be detailed in the Request for Selection (RfS) document.
  • Document Fees: Bidders must pay a non-refundable fee of INR 29,500, inclusive of GST, via NEFT/RTGS to GUVNL’s account.
  • Processing Fees: A processing fee of INR 15 lakh plus 18% GST is required for each bidder based on the total project capacity quoted.
  • Earnest Money Deposit (EMD): A deposit of INR 14,40,000 per MW must be submitted in the form of a Bank Guarantee.
  • Performance Bank Guarantee: Selected bidders will need to provide a Performance Bank Guarantee of INR 36,00,000 per MW before signing the Battery Energy Storage Power Agreement (BESPA).
  • Pre-Bid Meeting: A pre-bid meeting will be held via video conference. Interested bidders must submit their queries to GUVNL by email before the meeting date.
  • Submission Deadlines: Bidders must adhere to the submission timelines outlined in the NIT on the ISN-ETS portal.
  • Auction Details: Eligible bidders will be notified of the date and time for an e-Reverse Auction (e-RA) through the portal.
