SECI Invites Bids for 400 MWp Domestic Solar PV Modules under CPSU Scheme for Ramagiri Project

Solar Energy Corporation of India Limited (SECI), a Central Public Sector Undertaking (CPSU) under the Ministry of New and Renewable Energy (MNRE), has issued an Invitation for Bids (IFB) for the manufacturing, testing, packing, forwarding, supply, and transportation of 400 MWp domestically manufactured solar PV modules with domestically manufactured solar cells. This tender will follow a Single Stage Two Envelope Bidding process, followed by an e-Reverse Auction under e-Tendering.

Project Overview:

SECI, established in 2011, is tasked with facilitating the implementation of various national schemes related to solar energy, including the Jawaharlal Nehru National Solar Mission (JNNSM), solar park schemes, and grid-connected rooftop solar schemes. SECI is also expanding its footprint in innovative renewable energy projects, consultancy services, and power trading. The company plays a critical role in the development of the Indian solar energy sector.

  • Tender No: SECI/C&P/OP/11/016/2024-25
  • Tender Title: Domestically Manufactured Solar PV Module Package of 400 MWp under CPSU Scheme Tranche III
  • Total Capacity: 400 MWp (divided into four 100 MWp packages)
  • Location of Project: Ramagiri, Andhra Pradesh
  • PV Module Technology: Only Crystalline Technology with uniform dimensions

Key Highlights:

  • The tender is open for bidders to quote for one or more of the four available packages (100 MWp each). The bidder cannot quote intermediary package capacities.
  • The total awarded capacity may be distributed among multiple bidders and packages.
  • SECI reserves the right to adjust the awarded PV module capacity by up to ±10% of the quoted amount.
  • Bidders must meet the technical and financial eligibility conditions set for each package, with flexibility in quoting multiple packages.

Special Provisions:

  • Repeat Order: SECI has the right to place repeat orders up to 100% of the awarded quantity, based on the original contract terms, within six months from the award date. Repeat orders will follow a ranking system (L1, L2, etc.).
  • Mandatory Spares: A minimum of 0.5% of the awarded capacity must be supplied as mandatory spares.
  • Delivery Schedule: The delivery window spans 9 months, starting from October 2025.

Bid Submission Requirements:

Interested parties must submit bids following the provided format, with detailed documentation as specified in the tender guidelines. SECI may reject any or all bids or change the tender conditions at its discretion. The tender process is voluntary, and bidders will bear all associated costs.
